The following instructions are
regarding how to be sure the throttle completely opens when one pushes the accelerator
on the floor. I came upon this then my intake manifold had been replaced
because of a recall. The chance excised that the engine ventilation could get
frozen shut in arctic conditions. All two litre 16V engines all over the
world from November 2003 and up are OEM fitted with this manifold already. If
one lives in a warmer climate (even the UK) there’s no worry this even going
to be a problem, so that’s why yours could not need this.
Anyway: when I got the car back,
it felt completely off. The engine didn’t have the power I knew from before,
until I found the reason why: the accelerator cable had been taken off to fit
the new intake manifold and it was put back wrongly adjusted (in other words:
slapped together from 5 metre distance, because the mechanics needed to do
the upgrade to 25,000 cars as fast as possible, causing indifference, but flow
through the workshop...)
One way or another; it could’ve
happened to you too or it could’ve been wrong all the time. Check it and you
know for sure.

1. This is how I got my car back, with the throttle cable “adjusted”
like this, way too much slack (and the pedal too low on its rest position).
The throttle only opened about 60%…

2. Without the engine running; pull the steel clip off and pull the
adjuster on the outer cable out and put the clip back 15 notches from the
highest (slackest) position. You shouldn’t feel any resistance; if you do
you’re opening the throttle with the outer cable.

3. Push the pedal all the way in until you feel resistance before it
hits the plastic bumper on the floor. This would be the end of the travel;
the throttle is completely opened. Adjust the cable until it has 5mm play
before hitting the floor of the car. Be sure the floor mat does not reach
this area at all. Not even in the future; a mat under the clutch pedal does
even effect the gear change!

4.
Now finally take the remaining play out by slacking the outer cable
by one notch (one upwards). Test by
hand if the pedal goes all the way down without any resistance. The
throttle opens now completely how it should be.
